Constitution(a) Membership is to be given freely to any state who meets each and all of the following requirements:
(i) A government of democratic nature, with executive and legislative power invested in government by the mandate of the people's will.
(ii) A supermajority of all members (here defined as 66%) must approve the membership. During the joining proces, one year shall be set aside for any member state to voice objections to joining member. If an objection is not raised, it is assumed that
approval is given.
(b) Member states shall be bound by the following rules:
(i) An attack on one member state is considered to be an attack on all member states, and all member states are obligated to aid to their fullest capacity in the defense of a member state undertaking a defensive war.
(ii) Access to airstrip and docking facilities is to be given freely to each other member state, where possible, including civilian and military aircraft and shipping.
(iii) Trade between each member state must be free and unobstructed.
(c) Every five years, chairmanship of this organisation shall be bestowed upon a member state via the below procedures:
(i) Each member state wishing to put forward a representative must do so before the voting begins.
(ii) Each member state will rank each candidate in order of preference
(iii) A majority vote of greater than 50% is required for chairmanship.
(iv) If no majority exists from first preference votes, the candidate with the lowest quantity of first preference votes is eliminated and second preference votes for that candidate distributed.
(v) This process shall repeat until a candidate has greater than 50% of the votes.
(vi) An overall tie shall be decided by a new vote between tied candidates.
